It can be a site or a forum, preferably a forum.
For forums: Your forum must have over 500 posts.
For forums: Your forum must be active.
For forums: Your forum must have over 15 members.
For sites: Must have decent content, must be over 75% complete.
For both: No inappropriate content.
Your forum/site must have a button (must be 88x31).
